So Wales came out of the fire-break into another set of restrictions. Gone were the local lockdowns and the rules preventing people from leaving their county. Instead new Wales-wide measures were announced. At the time these measures were labelled strict, even draconian. Only one household bubble was allowed and you couldn’t meet with more than four people outside. The Welsh Government had a problem though. Because they acted faster than other parts of the UK they were now going it alone with what restrictions after the fire-break should look like. They didn’t have the data to draw from to see what worked and didn’t work in a UK context. So they opted for what they thought were restrictions that erred on the side of caution. But then, a few weeks after the fire-break ended, it became clear that perhaps their measures were not strict enough. Within a week of the end of the fire-break, case levels had now started to rise again. Just over a month on, all of the gains made by the fire-break have been eroded. The virus stumbled but it is now running at full speed again and, despite the new national rules, rising as fast as it was before. In England and Scotland they were able to draw upon the Welsh experience and came out into a stricter tier system. Scotland's tier system has clearly been effective and brought the nation's rates down below any other part of the UK. It will be several days before we can clearly see the impact of England's tiers system in the coronavirus figures. So decision makers in Wales are now in a real hole. Cases are sky-rocketing. Neath Port Talbot has gone over 600 cases per 100,000 yesterday. Blaenau Gwent (555), Newport (455), Caerphilly (447), Torfaen (437) and Merthyr (527) are not far behind. The rolling average of cases is up 30% to 40% week on week every day. But it is not really the rising cases that put Wales in such danger. We have had high cases before and we know the measures that can control them. No, the real reason the Welsh Government is in a bind is Christmas. If it wasn’t for Christmas, with cases as high as they are, it seems likely the Welsh Government would have introduced another fire-break lockdown. But they are reluctant to take such a big step for several reasons. The first is economic. The run up to Christmas is massive for shops, cafes and restaurants. Industries which have been repeatedly poked in the eye by restrictions for nine months were banking on a bumper December ahead of the Welsh Government putting them back into hibernation in the new year. The second issue is Christmas itself. Any restrictions that severely restrict people’s lives over Christmas itself could very likely be ignored. As we saw in weeks following the Dominic Cummings high velocity eye test, once rules are broken a bit, the flood gates can open. It is very hard to put the genie back in the bottle. So instead of a fire-break the Welsh Government has opted for an alcohol ban and 6pm closing for pubs, bars restaurants and cafes as well as total closures of cinemas and bowling alleys. This is a gamble. A big gamble. We have seen time and again throughout the pandemic that it takes up to three weeks for and changes in restrictions to show up in the daily figures, and even longer for it to make a real difference in hospitals. So the Welsh Government is nervously watching the daily figures. If the hospitality industry is correct, and the virus wasn't being driven by mixing in pubs and booze then there is a very real possibility that we may have a huge amount more Covid in Wales by the time the Welsh Gov can tell if their measures haven’t worked. By this time we will only be about seven days away from Christmas. In his last press conference Vaughan Gething has said “nothing is off the table” when it comes to dealing with the virus. This means that Wales may have to lockdown again this side of Christmas to protect our hospitals. Be under no illusion - our hospitals are already struggling. On Thursday, December 3, the Welsh Ambulance Service declared a critical incident in what Mark Drakeford said was the first real visible sign of the impact of coronavirus on day-to-day care”. This is graph is an illustration of the current Covid-19 bed occupancy in Wales and how the pressure will increase as we get closer to Christmas: (Image: WalesOnline) This graph solely looks at the number of coronavirus cases in hospitals. It projects that the number of coronavirus cases in hospitals will rise to 2,000 by Christmas Day in Wales unless there is a reduction in admissions. That would be a huge pressure for the health service. And it does not include other pressures that hospitals may face as temperatures fall. We do not yet know if Wales will have an entirely normal flu season given the reduction in social contacts but there may well be winter pressures. It is important to bear in mind that this pressure will not be evenly distributed across Wales. It will land hardest in the places with high Covid rates. For example, Swansea Bay Health Board (which covers Neath Port Talbot that has over 600 cases per 100,000) currently has 700 staff off sick as community transmission is so high. So Wales came out of the fire-break into another set of restrictions. Gone were the local lockdowns and the rules preventing people from leaving their county. Instead new Wales-wide measures were announced. At the time these measures were labelled strict, even draconian. Only one household bubble was allowed and you couldn’t meet with more than four people outside. The Welsh Government had a problem though. Because they acted faster than other parts of the UK they were now going it alone with what restrictions after the fire-break should look like. They didn’t have the data to draw from to see what worked and didn’t work in a UK context. So they opted for what they thought were restrictions that erred on the side of caution. But then, a few weeks after the fire-break ended, it became clear that perhaps their measures were not strict enough. Within a week of the end of the fire-break, case levels had now started to rise again. Just over a month on, all of the gains made by the fire-break have been eroded. The virus stumbled but it is now running at full speed again and, despite the new national rules, rising as fast as it was before. In England and Scotland they were able to draw upon the Welsh experience and came out into a stricter tier system. Scotland's tier system has clearly been effective and brought the nation's rates down below any other part of the UK. It will be several days before we can clearly see the impact of England's tiers system in the coronavirus figures. So decision makers in Wales are now in a real hole. Cases are sky-rocketing. Neath Port Talbot has gone over 600 cases per 100,000 yesterday. Blaenau Gwent (555), Newport (455), Caerphilly (447), Torfaen (437) and Merthyr (527) are not far behind. The rolling average of cases is up 30% to 40% week on week every day. But it is not really the rising cases that put Wales in such danger. We have had high cases before and we know the measures that can control them. No, the real reason the Welsh Government is in a bind is Christmas. If it wasn’t for Christmas, with cases as high as they are, it seems likely the Welsh Government would have introduced another fire-break lockdown. But they are reluctant to take such a big step for several reasons. The first is economic. The run up to Christmas is massive for shops, cafes and restaurants. Industries which have been repeatedly poked in the eye by restrictions for nine months were banking on a bumper December ahead of the Welsh Government putting them back into hibernation in the new year. The second issue is Christmas itself. Any restrictions that severely restrict people’s lives over Christmas itself could very likely be ignored. As we saw in weeks following the Dominic Cummings high velocity eye test, once rules are broken a bit, the flood gates can open. It is very hard to put the genie back in the bottle. So instead of a fire-break the Welsh Government has opted for an alcohol ban and 6pm closing for pubs, bars restaurants and cafes as well as total closures of cinemas and bowling alleys. This is a gamble. A big gamble. We have seen time and again throughout the pandemic that it takes up to three weeks for and changes in restrictions to show up in the daily figures, and even longer for it to make a real difference in hospitals. So the Welsh Government is nervously watching the daily figures. If the hospitality industry is correct, and the virus wasn't being driven by mixing in pubs and booze then there is a very real possibility that we may have a huge amount more Covid in Wales by the time the Welsh Gov can tell if their measures haven’t worked. By this time we will only be about seven days away from Christmas. In his last press conference Vaughan Gething has said “nothing is off the table” when it comes to dealing with the virus. This means that Wales may have to lockdown again this side of Christmas to protect our hospitals. Be under no illusion - our hospitals are already struggling. On Thursday, December 3, the Welsh Ambulance Service declared a critical incident in what Mark Drakeford said was the first real visible sign of the impact of coronavirus on day-to-day care”. This is graph is an illustration of the current Covid-19 bed occupancy in Wales and how the pressure will increase as we get closer to Christmas: (Image: WalesOnline) This graph solely looks at the number of coronavirus cases in hospitals. It projects that the number of coronavirus cases in hospitals will rise to 2,000 by Christmas Day in Wales unless there is a reduction in admissions. That would be a huge pressure for the health service. And it does not include other pressures that hospitals may face as temperatures fall. We do not yet know if Wales will have an entirely normal flu season given the reduction in social contacts but there may well be winter pressures. It is important to bear in mind that this pressure will not be evenly distributed across Wales. It will land hardest in the places with high Covid rates. For example, Swansea Bay Health Board (which covers Neath Port Talbot that has over 600 cases per 100,000) currently has 700 staff off sick as community transmission is so high.
